Institute’s activity is being executed by well-qualified and
experienced specialists, including possessing DrSci, PhD and Dr-Ing degrees,
in fields of power engineering, industrial and municipal heat supply,
district heating, gas cleaning, toxic substances formation and decomposition
in burning processes, waste utilization, etc. Among
the Institute’s developments there are such new technologies and equipment as
hot water boilers (with heat capacity of 0.63 and 2.0 MW), heat utilizers
(condensation, contact, contact-surface), air-heaters, modernized hearth
radiation burners, intensification of furnace heat-exchange, increasing of
dust and gas-cleaning efficiency, solid waste burning, etc. IEE has accomplished a number of projects on
development and application of the technologies for energy saving in the processes
of heat generation and reduction of toxic and greenhouse gases emission. Such
projects are applied, in particular, in the municipal district heating
systems of the cities of Kyiv, Zhytomyr, Vinnytsa, IEE deals with questions related to the
global climate change, greenhouse gases mitigation and IEE actively
cooperated with the Climate Change Initiative, created in Kiev by the
consulting company Hagler Bailly Services, Inc. under an aegis of USAID, in
the period of its functioning (from 2000 till 2003). The specialists of IEE were the
consultants of members of the Inter-branch Commission on providing of
implementation of UN FCCC, created in IEE is
the main scientific and engineering organization of the Ministry of Housing
and Municipal Economy of Ukraine (under the management of which there are all
district heating enterprises of the country, that consume over 30% of total
fuel consumption by the country) in field of control and reduction of ÑÎ2
emission, including through improvement of energy efficiency, and by the
order of this Ministry has executed the following projects: “Expert estimation of potential
and possibilities for reduction of ÑÎ2 emission into atmosphere
from the district heating enterprises of “Estimation of efficiency of the
heat networks reconstruction by the ways: (i) repair or replacement of the insulation
of ditched pipes with the use of new insulating materials, developed and made
in Ukraine; (ii) replacement of pipes
by the pre-isolated ones, made in Ukraine and abroad” (2000), “Development of Guidelines for
preparation of Joint Implementation projects on reduction of the greenhouse
gas emission at the district heating enterprises” (2005). Under the initiative of this
Ministry, IEE has formed the typical pilot JI project on reduction of GHG
emission due to fuel saving as a result of rehabilitation of the district
heating system (2000). IEE also cooperates with the Ministry
of Education and Science of Ukraine in fields of the new energy efficient
technologies for fuel burning, reduction of greenhouse gas emission, etc., and
by the order of this Ministry has executed a number
of projects, including the following: “Complex technology for improvement of the fuel
consumption efficiency and for reduction of the toxic emissions into the
atmosphere in the industrial and heating boiler-houses of “Development of the system for
preparation the Joint Implementation projects aimed on reduction of the
greenhouse gas emissions at the industrial and district heating
enterprises” (2003 – 2004). In field of the JI projects, IEE
actively cooperates with the designated focal point in IEE has participated in execution of
the project “Estimation of Potential and Possibilities for Reduction of
Greenhouse Gases Emission in Municipal Power System” in frames of The
multiyear experience of IEE specialists on development and application of the
new ecologically pure technologies and equipment for fuel combustion along
with fuel and energy saving and environmental protection is used at present
for development the projects and regional programs on rehabilitation of the
district heating systems in regions and cities of Ukraine. These projects are
based on improvement of boilers efficiency, reduction of heat losses
in networks, CHP installation, etc., mainly due to the following activities
as: -
replacement of old boilers by the new highly efficient boilers; -
upgrading of boilers’ burners; -
switching of boiler-houses from coal and fuel oil to natural gas; -
improving of the network organization, application of the new
insulation and the pre-insulated pipes; -
installation of combined heat and power plants; -
installation of frequency controllers at smoke exhausters, vans and
hot water pumps engines. In most
cases, the Joint Implementation projects on reduction of the greenhouse gas
emission are developed on the base of above projects. To date,
IEE has developed the Project Idea Notes (PINs) for the JI projects on the
rehabilitation of the district heating systems for several cities (Vinnitsa,
Khmelnytsky, Luhansk, Kyiv, Chernihiv, Donetsk, Rivne, Kharkiv, etc) and
regions (Autonomous Republic of Crimea, Chernihiv and Donetsk regions) of
Ukraine, under preparation there are the Project Design Documents (PDDs) for
some of these projects and PINs for cities Dnipropetrovsk, Zhytomyr, Odesa,
Sevastopol, Kherson. The complete PDDs developed for
Chernihiv region (the first in Ukraine JI project), In field
of electric power generation and consumption, IEE has developed the PINs for
the JI projects on the rehabilitation of the Trypilska (unit # 2), Zmievska
(unit # 9), Starobeshevska and Burshtynska fossil fuel power stations, the
set (over 30) of small hydropower plants in Vinnitsa, Khmelnytsky, Ternopil, Chernivtsi, Cherkasy and
Zakarpattya regions of Ukraine, as well as for CHP based projects with using
of natural and mining gas. For some of these
projects PDDs are already developed, and are under determination process. In
almost all of the JI projects developed by IEE, the electricity generation
and/or electricity consumption is included, and calculation
of emission reductions is based on proper carbon emission factors values. IEE
executes the works under the orders of governmental bodies, including the
Ministry of Housing and Municipal Economy of Ukraine, Ministry of Education
and Science of Ukraine, Ministry of Fuel and Energy of Ukraine,National
Agency of Ukraine on Energy Resources Effective Use, etc. Questions
of efficient fuel combustion, energy saving and reduction of GHG emissions traditionally
take the considerable part of reports at International conferences «Problems
of ecology and exploitation of energy objects», annually held by IEE in
Crimea. IEE was
